Well-known vectors of disinformation may not be cited as frequently by western authors but this particular website has citations from an eclectic array of websites–reliable and unreliable– including the Washington Post, anti-abortion website LifeSiteNews, and the Russian Foreign Ministry, which lists Modern Diplomacy EU as a partner on its website. The most concrete example of a connection to the Russian state is that the Russian Ministry of Foreign Affairs (interaffairs.ru) lists ModernDiplomacy.eu among its partners. Partnerships generally reflect one of two statuses: fellow traveler where the Kremlin approves of the content or an outlet where the Kremlin is able to exert some level of control. Authors on ModernDiplomacy.eu like Ivan Timofeev, the director of programs at the Russian International Affairs Council, demonstrate the unique place this particular outlet occupies in the pro-Kremlin ecosystem. Content comes from apparently respectable scholars and known media manipulators alike.
Timofeev has an article portraying Patriarch Kirill, who has blessed the unprovoked invasion and slaughter of innocents in Ukraine, as a model of “humility and forgiveness.” Timofeev also has a byline on the Carnegie Endowment for International Peace website from 2020. In 2021, the website ModernDiplomacy.eu published a revisionist historical article with Vladimir Putin as the billed author. The website further publishes authors that are known to work for Kremlin-controlled media. Eric Zuesse, for example, has author pages on Katehon and the Strategic Culture Foundation, both of which are controlled by the Russian state. While the author doesn’t clarify how he knows this, both are pro-Kremlin authors who have promoted misleading narratives favored by the Kremlin. Authors who also work for Russian state-affiliated outlets also appear on Modern Diplomacy, further suggesting it has ties to the Russian state.
